Niger’s entrepreneurial fabric is much less dynamic than that of its Sahelian neighbours, and also more opaque and informal. This is one of the main difficulties for SINERGI: identifying entrepreneurs who are capable of understanding the model and opening up their capital to a third party structure that will closely monitor management.
SINERGI’s impact via its direct and indirect financing (incubation such as IPAS, USAID) is fairly limited in terms of scope and impacting sector. The selection M&E indicators are much weaker than those of SIDI, particularly with regard to the vulnerable populations affected and the sectors identified. However, the change of management in 2022 will enable the institution to renew itself and improve its performance.
